Public-private Partnerships: Providing legislative findings and intent relating to the construction or improvement by private entities of facilities used predominantly for a public purpose; providing for notice to affected local jurisdictions; providing for comprehensive agreements between a public and a private entity; providing for financing sources for certain projects by a private entity; providing for the applicability of sovereign immunity for public entities with respect to qualified projects, etc.
