HB 541: Administrative Procedures - Sposnored by Brandes
Administrative Procedures; Revises provisions with respect to revision & publication of Florida Administrative Code to provide that Department of State is not required to publish printed version of code but may contract with publishing firm for printed publication; provides that electronic version of code is official compilation of administrative rules of state; provides for adopted rules & material incorporated by reference to be filed in electronic forms; renames "Florida Administrative Weekly" as "Florida Administrative Register"; requires continuous revision & publication of Florida Administrative Register on Internet website managed by department; revises content & website search requirements; deletes requirement to provide printed copies of Florida Administrative Register to certain federal & state entities; provides directive to Division of Statutory Revision.

Effective Date: October 1, 2012


SB 794: Public Contracting - Sponsored by Hays
Public Contracting; Prohibiting a governmental unit that contracts for the construction, repair, remodeling, or improving of a facility from imposing conditions that requires, prohibits, encourages, or discourages certain bidders, contractors, or subcontractors from entering into or adhering to agreements with a collective bargaining organization; prohibiting a governmental unit from granting certain awards as a condition of certain contracts; prohibiting certain terms from being placed in bid specifications, project agreements, or other controlling documents; revising the period during which an agency must file a protest following certain contract solicitations or awards, etc.

Effective Date: upon becoming a law

HB 595: Revitalizing Municipalities - Sponsored by Nunez; (CO-INTRODUCER) Campbell
Revitalizing Municipalities; Provides for transfer of sales tax revenues from General Revenue Fund to Revenue Sharing Trust Fund for Municipalities; provides for distribution from Revenue Sharing Trust Fund for Municipalities relating to increase in sales tax collections over preceding year to eligible designated redevelopment agency where sales tax increment redevelopment district is located; provides legislative intent & purpose; authorizes specified governing bodies to create sales tax increment redevelopment district within municipality having specified population; provides that designated redevelopment agency for sales tax increment redevelopment district is eligible for specified percentage distributions of increased state sales tax collections; requires DOR to determine amount of increased sales tax collections to be distributed to each eligible designated redevelopment agency & to transfer aggregate amount due all such agencies to Revenue Sharing Trust Fund for Municipalities for distribution; grants specified powers to designated redevelopment agency for sales tax increment redevelopment district for purpose of providing financing & fostering certain public & private improvements, including issuing revenue bonds; requires that agreement between designated redevelopment agency & private sponsor of project include requirement that specified number of jobs be created.

Effective Date: July 1, 2012


HB 1063: Local Business Taxes - Spsonored by O'Toole
Local Business Taxes; Repeals ch. 205, F.S., "Local Business Tax Act"; authorizes continuation of local business taxation, notwithstanding repeal, to extent necessary to meet specified debt obligations secured by local business tax revenues; requires certain excess amounts of revenue collected from continuation of local business taxation to be refunded to taxpayers on pro rata basis.

SB 412: Assessment on the Sale of Masonry Units - Sponsored by Bennett; (CO-INTRODUCER) Storms
Assessment on the Sale of Masonry Units; Creating the “Concrete Masonry Products Research, Education, and Promotion Act”; creating the Florida Concrete Masonry Council, Inc., as a nonprofit corporation; authorizing the council to levy an assessment on the sale of masonry units by a manufacturer, under certain circumstances; prohibiting the council from participating or intervening in any political campaign; prohibiting the council from using any receipt to benefit its directors, officers, or other private persons; requiring that a manufacturer of concrete masonry products collect the assessment from a purchaser at the time of sale of a concrete masonry unit; authorizing the council to initiate legal action against a manufacturer that fails to remit the assessment, etc.

Effective Date: July 1, 2012

Assessment on the Sale of Masonry Units; Creates "Concrete Masonry Products Research, Education, & Promotion Act"; creates Florida Concrete Masonry Council, Inc., as nonprofit corporation; authorizes council to levy assessment on sale of masonry units by manufacturer; prohibits council from participating or intervening in political campaign; prohibits council from using receipt to benefit its directors, officers, or other private persons; requires that manufacturer of concrete masonry products collect assessment from purchaser at time of sale of concrete masonry unit; authorizes council to initiate legal action against manufacturer that fails to remit assessment; provides procedure for manufacturers to petition for referendum to continue assessment; requires council to adopt bylaws.
